Garlic and shallots have their real month right now

October is the core planting window for garlic and shallots here, not a closing scramble left over from September. Ground typically stays workable for roughly 4 to 6 weeks past Zone 5's average October 5 first frost, and cloves want only 2 to 3 weeks of unfrozen soil to root before that window shuts, which comfortably covers plantings made anywhere from early to late in the month. Push cloves root-down 2 inches deep, spaced 6 inches apart, then lay down a 3 to 4 inch blanket of straw before the week is out.

A mild year stretches the window further still, with early November plantings often rooting well enough to survive if the ground has not locked up hard yet. Aim for late October rather than treating the first week as a hard cutoff, and resist tucking cloves into September's still-warm soil just because the calendar says garlic season has technically opened, since that early start only pushes top growth a freeze will cut back down.
